MoU (Memorandum of Understanding) စနစ်သည် မြန်မာနိုင်ငံနှင့် နိုင်ငံခြားအလုပ်သွားနိုင်သောနိုင်ငံများ (ဥပမာ – ထိုင်း၊ မလေးရှား၊ လာအို နှင့် တရုတ်) တို့အကြား အစိုးရနှင့်အစိုးရ (G2G) စနစ်ဖြင့် ချမှတ်ထားသော တရားဝင် အလုပ်သွားခွင့် စနစ် ဖြစ်သည်။
